This is the fully worded Q: Are Presidential signing statements that declare explicitly or implicitly the Executive Branch will not enforce certain provisions of the law constitutional?

We call the military action in Iraq and Afghanistan a war against terrorism, but we are not in a War footing? The President this President has lowered the bar for justifying his actions and the signing statements are abuses of powerfor that reason.

Depends. In times of war the executive branch has a lot more power. They can say that their actions are to ensure the public’s safety.
