Can a new president issue Executive Orders right away once in office?

Can a newly-elected president issue executive orders right away after assuming his new position? Or are there any rules forcing him to wait a certain period of time before able to pass those executive orders?

Also, what are some basic laws/rules that apply to Executive Orders and limit their power/abuse?
The Constitution actually does not provide for Executive Orders…

EO are part of the powers given within the Constitution to the President but they must be constitutional or be struck down by SCourt.
