I know that the first amendment prevents congress from passing laws that restrict the free exercise of religion, but I don’t recall it mentioning anything about a president. Can a president issue an executive order banning religious practice?
I’m not saying that it should happen, of course, and no president would ever dare to do such a thing. I am just curious.
No. The supreme court has time and time again held that "congress shall pass no law…" applies to all branches and levels of government.

(January 26, 2010 - 12:53 pm)He can probably issue any order he wants but if they are not legal, they would not be enforced and he could be impeached if they were offensive enough.
