Is it legal to record a spoken version of a news article and publish it still crediting the source?

What if a user decides to read out news on a video and publish it (verbatim or paraphrased) to a public domain? While still crediting the source at the beginning of the video, will it be legal to do so?

Highly unlikely due to copyright laws. You need permission from the source to do this. More often than not they require some type of fee to use there material.
